Be it remembered on this the 30th day of January 2001, there came to and was held a Regular Meeting at 9:00 a.m. of the Commissioners= Court in and for Randall County, Texas with the following present and presiding:

Also present at the meeting was Joella McPherson, County Auditor and Sue Wicker Bartolino, County Clerk.

1.            Approval of the minutes of the January 23, 2001 commissioners court meeting.  (TW)

 

2.         Discuss problems related to the construction of the Youth Center Halfway House.  A closed meeting will be held with attorney Kirk Crutcher pursuant to Tex. Gov. Code Ann. '551.071 permitting a governmental body to conduct a private consultation with its attorney to seek the advice of its attorney about contemplated litigation.  Take any necessary action.  (TW)

 

3.         Discuss and act on a request by developer to accept Green Acre Farms Unit #3 in Section 179, Blk 2, A. B. & M. Survey, Randall County, Texas (7.79 acres).  (Road Department)

 

4.            Designate members of the committee which will evaluate telecommunications system bids.  (SH)

 

5.         Discuss and act on request to purchase body armor for the Sheriff’s office. (Auditor)

 

6.         Discuss issues of concern related to construction of the new jail.  Take any necessary action.  (TW)

 

7.         Review of correspondence with the commissioners  court.  (TW)

 

8.         Accept official reports.  (TW)

 

9.         Discuss and act on Randall County employees’ requests to attend meetings and conferences.  (Auditor)

 

10.            Approval of vouchers. (Auditor)

 

11.       Public comment period.  (TW)

Motion was made by Commissioner Gualtiere.  Motion to approve the January 23, 2001 Commissioners Court meeting.

SECOND was made by Commissioner Parker.

AYES: All five.

2.            DISCUSS PROBLEMS RELATED TO THE CONSTRUCTION OF THE YOUTH CENTER HALFWAY HOUSE.  A CLOSED MEETING WILL BE HELD WITH ATTORNEY KIRK CRUTCHER PURSUANT TO TEX. GOV. CODE ANN. '551.071 PERMITTING A GOVERNMENTAL BODY TO CONDUCT A PRIVATE CONSULTATION WITH ITS ATTORNEY TO SEEK THE ADVICE OF ITS ATTORNEY ABOUT CONTEMPLATED LITIGATION.  TAKE ANY NECESSARY ACTION.  (TW)

3.            DISCUSS AND ACT ON A REQUEST BY DEVELOPER TO ACCEPT GREEN ACRE FARMS UNIT #3 IN SECTION 179, BLK 2, A. B. & M. SURVEY, RANDALL COUNTY, TEXAS (7.79 ACRES).  (ROAD DEPARTMENT)

 

Motion was made by Judge Wood.  Motion that we approve the request by the developer to accept Green Acre Farms Unit #3 with the variance that he has suggested and with the understanding that Mr. Hanson will communicate to him in writing that while we have accepted this we are in no way accepting that road.

SECOND was made by Commissioner Gualtiere.

AYES: All five.

NAYS: None.

Motion carried by 5-0 vote.                                                                                                                                                

 

4.            DESIGNATE MEMBERS OF THE COMMITTEE WHICH WILL EVALUATE TELECOMMUNICATIONS SYSTEM BIDS.  (SH)

 

Motion was made by Judge Wood.  Motion to accept the chooses of the Commissioners for this committee, namely there will be four people on it- Jeff Tidmore, Terri Looney, Kelle Hall and Skip Huskey, and I would suggest that Skip be the leader of the committee.

SECOND was made by Commissioner Gualtiere.

AYES: All five.

NAYS: None.

Motion carried by 5-0 vote.                                                                                                                                                

 

5.            DISCUSS AND ACT ON REQUEST TO PURCHASE BODY ARMOR FOR THE SHERIFF’S OFFICE. (AUDITOR)

 

Motion was made by Commissioner Gualtiere.  So moved.

SECOND was made by Commissioner Karrh.

AYES: All five.

NAYS: None.

Motion carried by 5-0 vote.                                                                                                                                                

 

6.            DISCUSS ISSUES OF CONCERN RELATED TO CONSTRUCTION OF THE NEW JAIL.  TAKE ANY NECESSARY ACTION.  (TW)

7.            REVIEW OF CORRESPONDENCE WITH THE COMMISSIONERS  COURT.  (TW)

 

Motion was made by Commissioner Gualtiere.  Motion to approve correspondence with Commissioners Court.

SECOND was made by Commissioner Karrh.

Motion was made by Commissioner Gualtiere.  Motion to approve the Randall County Employees request to attend meetings and conferences.

SECOND was made by Commissioner Parker.

Motion was made by Commissioner Gualtiere.  Motion to approve the following checks.

Commissioner Gualtiere ask Joella about Juvenile Center contract for Natural Gas.

Commissioner Huskey ask Joella about cash flow on investment policy.

Commissioner Parker commented on Randall County flags flying.                                                                                          

 

12.            AGENDA ITEMS FOR NEXT MEETING.  (TW)

 

Resolution to do way with Constables in Randall County.

Agenda item #2.

Next meeting will be in two weeks, February 13, at 9:00 a.m.

Judge Wood adjourned the Randall County Commissioners Court until 9:00 am. Tuesday, February 13th, 2001 in the Randall County Square North Courtroom.

At the meeting on February 13, 2001, Commissioner Parker   moved to approve the minutes for the meeting held on the 30th of January 2001 as distributed.  Commissioner Gualtiere  seconded the motion.   Five (5)  Voted aye.  The said minutes were approved as distributed and  No  correction was made in open Court.
