Be it remembered on this the 20th day of February 2001, there came to and was held a Regular Meeting at 9:00 a.m. of the Commissioners= Court in and for Randall County, Texas with the following present and presiding:

Also present at the meeting was Joella McPherson, County Auditor and Sue Wicker Bartolino, County Clerk.

1.         Approval of the minutes of the February 13 and February 15, 2001 commissioners court meetings.  (TW)

 

2.         Discuss problems related to the construction of the Youth Center Halfway House.  A closed meeting will be held with attorney Kirk Crutcher pursuant to Tex. Gov. Code Ann. '551.071 permitting a governmental body to conduct a private consultation with its attorney to seek the advice of its attorney about contemplated litigation.  Take any necessary action.  (TW)

 

3.         Discuss and act on proposal to contract with lawyers for services related to redistricting.  (TW)

 

4.         Discuss policy concerning requests from citizens who want to upgrade a county road at their expense.  (Road Dep’t)

 

5.         Discuss and act on proposal to purchase two arrow boards for the road department.  (Auditor)

 

6.         Discuss issues of concern related to construction of the new jail.  Take any necessary action.  (TW)

 

7.         Review of correspondence with the commissioners court.  (TW)

 

8.         Accept official reports.  (TW)

 

9.         Discuss and act on Randall County employees= requests to attend meetings and conferences.  (Auditor)

2.         DISCUSS PROBLEMS RELATED TO THE CONSTRUCTION OF THE YOUTH CENTER HALFWAY HOUSE.  A CLOSED MEETING WILL BE HELD WITH ATTORNEY KIRK CRUTCHER PURSUANT TO TEX. GOV. CODE ANN. '551.071 PERMITTING A GOVERNMENTAL BODY TO CONDUCT A PRIVATE CONSULTATION WITH ITS ATTORNEY TO SEEK THE ADVICE OF ITS ATTORNEY ABOUT CONTEMPLATED LITIGATION.  TAKE ANY NECESSARY ACTION.  (TW)

 

Motion was made by Commissioner Gualtiere.  Motion that we instruct our folks at the Youth Center to get with our Architect and our Auditor to go out for bids on repairs for the doors and the roof.

3.         DISCUSS AND ACT ON PROPOSAL TO CONTRACT WITH LAWYERS FOR SERVICES RELATED TO REDISTRICTING.  (TW)

4.         DISCUSS POLICY CONCERNING REQUESTS FROM CITIZENS WHO WANT TO UPGRADE A COUNTY ROAD AT THEIR EXPENSE.  (ROAD DEP’T)

 

Motion was made by Commissioner Karrh.  So moved.  (to direct Russell Hanson to put policy into writing)

SECOND was made by Judge Wood.

5.         DISCUSS AND ACT ON PROPOSAL TO PURCHASE TWO ARROW BOARDS FOR THE ROAD DEPARTMENT.  (AUDITOR)

 

Motion was made by Commissioner Gualtiere.  So moved.

SECOND was made by Commissioner Parker.

6.         DISCUSS ISSUES OF CONCERN RELATED TO CONSTRUCTION OF THE NEW JAIL.  TAKE ANY NECESSARY ACTION.  (TW)

Motion was made by Commissioner Huskey.  Motion to contact and ask the Court of Appeal Judges to voluntarily cut their supplement.

SECOND was made by Judge Wood.

Motion was made by Commissioner Huskey.  Motion to write them a letter (Umbarger Fire Dept.) saying that the contract is being terminated due to the rollback.

Motion was made by Commissioner Huskey.  Motion that we change our meeting time to Tuesday’s at 4:00 p.m., and if that shows to be a problem we will change it again.

Judge Wood adjourned the Randall County Commissioners Court until 4:00 pm. Tuesday, February 27th, 2001 in the Randall County Square North Courtroom.

At the meeting on February 27, 2001, Commissioner Gualtiere   moved to approve the minutes for the meeting held on the 20th of February 2001 as distributed.  Commissioner Huskey  seconded the motion.   Five (5)  Voted aye.  The said minutes were approved as distributed and  No  correction was made in open Court.
