Be it remembered on this the 3rd day of April 2001, there came to and was held a Regular Meeting at 3:30 p.m. of the Commissioners= Court in and for Randall County, Texas with the following present and presiding:

 

Theodore Wood,            Presiding County Judge

Also present at the meeting was Joella McPherson, County Auditor and Sue Wicker Bartolino, County Clerk.

1.            Approval of the minutes of the March 27, 2001 commissioners court meetings.  (TW)

 

2.         Discuss topic of extra Randall County vehicles that could be sold or put to use.  Take action in relation to these vehicles.  (CG)

 

3.        Discuss and act on proposal to hire law firm to assist Randall County in regard to fire contract and communications contract with the City of Canyon.  (CG)

 

4.         Discuss and act on proposal to award bid for the purchase of new telephone system for Randall County.  (SH)

 

5.         Discuss and approve specifications for medication bid #2001-62-4 for the Randall County Jail.  (Auditor)

 

6.         Discuss and award bid #2001-62-3 for property storage rack.  (Auditor)

 

7.         Discuss issues of concern related to construction of the new jail including, but not limited to, contracting for inspection of the facility to ensure compliance with the Texas Architectural Barriers Act.    Take any necessary action.  (TW)   

 

8.         Review of correspondence with the commissioners court.  (TW)

 

9.         Accept official reports.  (TW)

 

10.       Discuss and act on Randall County employees’ requests to attend meetings and conferences.  (Auditor)

SECOND was made by Commissioner Parker.

2.            DISCUSS TOPIC OF EXTRA RANDALL COUNTY VEHICLES THAT COULD BE SOLD OR PUT TO USE.  TAKE ACTION IN RELATION TO THESE VEHICLES.  (CG)

3.            DISCUSS AND ACT ON PROPOSAL TO HIRE LAW FIRM TO ASSIST RANDALL COUNTY IN REGARD TO FIRE CONTRACT AND COMMUNICATIONS CONTRACT WITH THE CITY OF CANYON.  (CG)

 

Motion was made by Commissioner Gualtiere.  Motion  to hire Smith, Sprouse & Rowley as our legal team to help us with a couple of civil contracts.

SECOND was made by Judge Wood.

AYES: Two.

NAYS: Two.  Huskey, Karrh.

ABSTAINING: One.  Parker.

Motion failed by a 2-2-1 vote.                                                                                                                                                         

 

4.            DISCUSS AND ACT ON PROPOSAL TO AWARD BID FOR THE PURCHASE OF NEW TELEPHONE SYSTEM FOR RANDALL COUNTY.  (SH)

 

Motion was made by Commissioner Huskey.  Motion that we table this item.

SECOND was made by Commissioner Parker.

AYES: All five.

NAYS: None.

Motion carried by 5-0 vote.                                                                                                                                                

 

5.            DISCUSS AND APPROVE SPECIFICATIONS FOR MEDICATION BID #2001-62-4 FOR THE RANDALL COUNTY JAIL.  (AUDITOR)

 

Motion was made by Commissioner Parker.  Motion that we approve specifications for medication bid #2001-62-4 for the Randall County Jail.

SECOND was made by Commissioner Karrh.

Motion carried by 5-0 vote.                                                                                                                                                

 

6.            DISCUSS AND AWARD BID #2001-62-3 FOR PROPERTY STORAGE RACK.  (AUDITOR)

 

Motion was made by Commissioner Gualtiere.  Motion to approve bid #2001-62-3 for Huell Bingham Service Co. Inc. for a total bid of $31,469.44.

SECOND was made by Commissioner Karrh.

Motion was made by Commissioner Karrh.  Move we approve the travel as presented.

SECOND was made by Commissioner Parker.

Judge Wood adjourned the Randall County Commissioners Court until 3:30 p.m. Tuesday, April 10th, 2001 in the Randall County Square North Courtroom.

At the meeting on April 10, 2001, Commissioner Parker   moved to approve the minutes for the meeting held on the 3rd of April 2001 as distributed.  Commissioner Karrh  seconded the motion.   Five (5)  Voted aye.  The said minutes were approved as distributed and  No  correction was made in open Court.
