3.         Discuss and act on property tax collection contracts between Randall County and Bushland             Independent School District, Canyon Independent School District, City of Canyon, Village of Palisades, South Randall County Hospital District, Village of Timbercreek Canyon and             The Colonies Public Improvement Assessments District for the City of Amarillo.

4.         Discuss and act on presentation by Amarillo Natural Gas regarding a fixed rate for natural gas at the Youth Center of the High Plains and the new jail.  (Auditor)

 

5.         Discuss and act on proposal to amend the Randall County Employee Handbook and                                                     Personnel Policy to reflect new county policy in regard to time sheets and paychecks.  (TW)

 

6.         Discuss and act on request by County Clerk to use the storage area on the second floor of             the South Annex for the purpose of locking up election boxes.  (County Clerk)

 

7.         Discuss issues related to the Neal Cearley lawsuit.  This discussion will involve a private             consultation with the commissioner court’s legal counsel pursuant to Tex. Gov. Code Ann.             Section 551.071 permitting a governmental body to conduct a private consultation with its             attorney when the governmental body seeks the advice of its attorney about pending             litigation.  (TW) 

 

8.         Discuss and award Request For Proposals for radio communication system for the new jail.              (Auditor)         

 

9.         Discuss and award Request for Proposals for video arraignment/visitation system for the                 new jail. (Auditor)

 

10.       Discuss and act on request to transfer $150 from Records Management – Dues and             Meetings to Records Management – Reimbursed Travel.  (Auditor)

 

11.       Discuss issues of concern related to construction of the new jail.  Take any necessary                    action.  (TW)   

 

12.       Review of correspondence with the commissioners court.  (TW)

 

13.       Accept official reports.  (TW)

 

14.       Discuss and act on Randall County employees' requests to attend meetings and conferences.              (Auditor)

Motion was made by Commissioner Parker.  Motion we approve the minutes of the May 29th Randall County Commissioners Court.

SECOND was made by Commissioner Karrh.

AYES: All five.

NAYS: None.

2.            DISCUSS AND ACT ON REQUEST TO AWARD RADIO ANTENNA TOWER BID #2001-62-6.  (AUDITOR)

 

Motion was made by Commissioner Gualtiere.  Motion to approve bid #2001-62-6 for Tower Service Company for the amount of $54,124.68.

SECOND was made by Commissioner Huskey.

3.            DISCUSS AND ACT ON PROPERTY TAX COLLECTION CONTRACTS BETWEEN RANDALL COUNTY AND BUSHLAND INDEPENDENT SCHOOL DISTRICT, CANYON INDEPENDENT SCHOOL DISTRICT, CITY OF CANYON, VILLAGE OF PALISADES, SOUTH RANDALL COUNTY HOSPITAL DISTRICT, VILLAGE OF TIMBERCREEK CANYON AND             THE COLONIES PUBLIC IMPROVEMENT ASSESSMENTS DISTRICT FOR THE CITY OF AMARILLO. Motion was made by Commissioner Parker.  Motion that we accept the contracts between Randall County and Bushland ISD, Canyon ISD, City of Canyon, Village of Palisades, South Randall County Hospital District, Village of Timbercreek canyon and The Colonies Public Improvement Assessments District for the City of Amarillo.

SECOND was made by Commissioner Karrh.

4.            DISCUSS AND ACT ON PRESENTATION BY AMARILLO NATURAL GAS REGARDING A FIXED RATE FOR NATURAL GAS AT THE YOUTH CENTER OF THE HIGH PLAINS AND THE NEW JAIL.  (AUDITOR)

 

Motion was made by Commissioner Parker.  Motion that we accept the two year program submitted by Amarillo Natural Gas for the Randall County Jail, Randall County Youth Center of the High Plains, & Randall County Next Step for  the fixed price today of $4.44.  (starting Aug. 1st)

SECOND was made by Commissioner Gualtiere.

5.            DISCUSS AND ACT ON PROPOSAL TO AMEND THE RANDALL COUNTY EMPLOYEE HANDBOOK AND PERSONNEL POLICY TO REFLECT NEW COUNTY POLICY IN REGARD TO TIME SHEETS AND PAYCHECKS.  (TW)

6.            DISCUSS AND ACT ON REQUEST BY COUNTY CLERK TO USE THE STORAGE AREA ON THE SECOND FLOOR OF THE SOUTH ANNEX FOR THE PURPOSE OF LOCKING UP ELECTION BOXES.  (COUNTY CLERK)

 

Motion was made by Judge Wood.  Motion to allow the County Clerk to use that storage area.

SECOND was made by Commissioner Karrh.

AYES: All five.

7.            DISCUSS ISSUES RELATED TO THE NEAL CEARLEY LAWSUIT.  THIS DISCUSSION WILL INVOLVE A PRIVATE CONSULTATION WITH THE COMMISSIONER COURT’S LEGAL COUNSEL PURSUANT TO TEX. GOV. CODE ANN. SECTION 551.071 PERMITTING A GOVERNMENTAL BODY TO CONDUCT A PRIVATE CONSULTATION WITH ITS ATTORNEY WHEN THE GOVERNMENTAL BODY SEEKS THE ADVICE OF ITS ATTORNEY ABOUT PENDING LITIGATION.  (TW) 

 

A hearing is scheduled for Saturday, June 16th.                                                                            

 

8.            DISCUSS AND AWARD REQUEST FOR PROPOSALS FOR RADIO COMMUNICATION SYSTEM FOR THE NEW JAIL.  (AUDITOR) 

 

Motion was made by Commissioner Gualtiere.  Motion to approve the request for Radio Communications System for WT Services Inc. for $75,416.00.

SECOND was made by Commissioner Husky.

9.            DISCUSS AND AWARD REQUEST FOR PROPOSALS FOR VIDEO ARRAIGNMENT/VISITATION SYSTEM FOR THE NEW JAIL. (AUDITOR)

 

Motion was made by Commissioner Huskey.  Motion at we accept the best overall bid from Court Vision in the amount of $236,695.00.

SECOND was made by Commissioner Parker.

10.            DISCUSS AND ACT ON REQUEST TO TRANSFER $150 FROM RECORDS MANAGEMENT – DUES AND MEETINGS TO RECORDS MANAGEMENT – REIMBURSED TRAVEL.  (AUDITOR)

 

Motion was made by Commissioner Karrh. So moved.

SECOND was made by Commissioner Huskey.

Motion was made by Commissioner Gualtiere.  Motion to approve the request to attend meetings and conferences.

Judge Wood adjourned the Randall County Commissioners Court until 3:30 p.m. Tuesday, June 12th 2001 in the Randall County Square North Courtroom.

At the meeting on June 12, 2001, Commissioner Karrh   moved to approve the minutes for the meeting held on the 5th of June 2001 as distributed.  Commissioner Parker  seconded the motion.   Five (5)  Voted aye.  The said minutes were approved as distributed and  No  correction was made in open Court.
