11. Discuss and act on proposal to seek legislative approval for Randall County to establish a public defender program. (TW)



12. Discuss and act on proposal to appoint Carol Autry, Tax Assessor/Collector for Randall County, to calculate the effective tax rate and rollback tax rate for Randall County for the 2000 tax levy.



13. Discuss and act on question of the imposition of a county road and bridge fee and a fee to fund a school crossing guard program when vehicles are registered. (TW)

MOTION was made by Commissioner Gualtiere. Motion to approve the minutes of the June 27, 2000 Commissioners court meeting.

SECOND was made by Commissioner Huskey.

AYES: All five.

2. DISCUSS AND ACT ON REQUEST TO SUPPORT GRANT APPLICATION BY SHERIFF'S OFFICE TO THE NATIONAL INSTITUTE OF JUSTICE FOR THE HIRING OF A PUBLIC INFORMATION OFFICER THROUGH THE COPS MORE 2000 PROGRAM. (SHERIFF)

MOTION was made by Commissioner Parker. Motion that we do approve this support grant application.

SECOND was made by Judge Wood.

NAYS: Two. Wood & Huskey.

ABSTAINING: Two. Gualtiere & Karrh.

Motion failed by 1-2-2 vote.

3. RECEIVE REPORT FROM ARCHITECT STEVE BUTLER ON PROGRESS REGARDING THE YOUTH CENTER HALFWAY HOUSE.

MOTION was made by Commissioner Huskey. Motion that next week we have a meeting with our legal counsel.

SECOND was made by Commissioner Parker.

4. DISCUSS AND ACT ON REQUEST BY THE DEVELOPER TO APPROVE A PLAT, OUTPOST RANCHES, UNIT #2, A SUBDIVISION IN SECTIONS 165 & 166, BLOCK 9, B S & F SURVEY, RANDALL COUNTY TEXAS. 49.039 ACRES.

MOTION was made by Commissioner Huskey. Move we approve the plat as submitted.

SECOND was made by Commissioner Karrh.

AYES: All five.

NAYS: None.

Motion carried by 5-0 vote.

5. DISCUSS AND ACT ON REQUEST TO AUTHORIZE ABANDONMENT OF EASEMENT OWNED BY RANDALL COUNTY ON LOT 2, BLOCK 10 OF CANYON NORTH UNIT 1. (ROAD DEPARTMENT)

MOTION was made by Judge Wood. Motion that we authorize abandonment of easement owned by Randall county on Lot 2 Block 10 of Canyon North Unit #1.

SECOND was made by Commissioner Huskey.

Request by Ben Weston for Randall County to pay ½ of the surveyors bill ( $965.00) from Dorsey Surveying.

MOTION was made by Commissioner Karrh. Motion we accept the ½ of the $965.00 bill from Dorsey Surveying.

SECOND was made by Commissioner Parker.

10. DISCUSS AND ACT ON REQUEST BY THE HAPPY VOLUNTEER FIRE DEPARTMENT AND THE HAPPY EMERGENCY MEDICAL SERVICE TO BE AUTHORIZED TO PROVIDE ALL PRE-HOSPITAL EMERGENCY MEDICAL TRANSFERS AND SERVICE WITHIN RANDALL COUNTY BOUNDARIES. (HAPPY VOLUNTEER FIRE DEPARTMENT)

MOTION was made by Commissioner Gualtiere. Motion to sign an agreement with Happy Volunteer Fire Dept. and a contracted service for Emergency Medical Service to give us service within Randall County boundaries.

SECOND was made by Commissioner Huskey.

11. DISCUSS AND ACT ON PROPOSAL TO SEEK LEGISLATIVE APPROVAL FOR RANDALL COUNTY TO ESTABLISH A PUBLIC DEFENDER PROGRAM. (TW)

MOTION was made by Commissioner Gualtiere. Motion to pass resolution to seek legislation for Randall County to establish a public defenders program.

SECOND was made by Commissioner Huskey.

12. DISCUSS AND ACT ON PROPOSAL TO APPOINT CAROL AUTRY, TAX ASSESSOR/COLLECTOR FOR RANDALL COUNTY, TO CALCULATE THE EFFECTIVE TAX RATE AND ROLLBACK TAX RATE FOR RANDALL COUNTY FOR THE 2000 TAX LEVY.

MOTION was made by Judge Wood. Motion that we appoint Carol to do this.

SECOND was made by Commissioner Gualtiere.

AYES: All five.

NAYS: None.

Motion carried by 5-0 vote.



13. DISCUSS AND ACT ON QUESTION OF THE IMPOSITION OF A COUNTY ROAD AND BRIDGE FEE AND A FEE TO FUND A SCHOOL CROSSING GUARD PROGRAM WHEN VEHICLES ARE REGISTERED. (TW)

MOTION was made by Commissioner Huskey. Motion to leave the Road and Bridge fee at $10 as it has been and not collect the $1.50 fee.

SECOND was made by Commissioner Parker.

Judge Wood adjourned the Randall County Commissioners' Court until 9:00 a.m. Tuesday, July 18, 2000 in the Randall County Square North Courtroom.

At the meeting on July 18, 2000, Commissioner Gualtiere moved to approve the minutes for the meeting held on the 11th of July 2000 as distributed. Commissioner Karrh seconded the motion. Five (5) Voted aye. The said minutes were approved as distributed and No corrections were made in open Court.
