Corporation that the commissioners court

2. DISCUSS
AND ACT ON REQUEST BY GENERAL CONTRACTOR ON THE NEW JAIL FOR RANDALL COUNTY TO
PAY ONE-HALF OF THE RETAINAGE
THAT HAS BEEN HELD TO DATE AND FOR RANDALL COUNTY TO RETAIN ONLY FIVE PERCENT
INSTEAD OF TEN PERCENT OF ALL FUTURE PAYMENTS.

Motion was made by Commissioner Karrh. Move that we accept the proposal.
SECOND was made by Commissioner Parker.

Motion failed by 2-3 vote.
MOTION was made by Commissioner Huskey. Motion that we authorize payment of the General Contractor one
half of the retainage of everything held through June 30th, but that
we continue to retain 10% of the remaining items between July 1st to
the end of the project.
SECOND was made by Judge Wood.
AYES: Four.
NAYS: None.
ABSTAINING: One. Parker.
Motion carried by 4-0-1 vote.
3. DISCUSS
ISSUES OF CONCERN RELATED TO CONSTRUCTION OF THE NEW JAIL. TAKE ANY NECESSARY ACTION. (TW)

COUNTY, TEXAS” AND THE UNITED STATES OF DEPARTMENT OF ENERGY”, IN REGARD TO
FIREFIGHTING ACTIVITIES. (TW)
Motion was made by Commissioner Parker. Motion that we approve the Memorandum of Understanding between Randall County Texas and the United States Department of Energy, in regard to firefighting activities
SECOND was made by Commissioner Huskey.

6. DISCUSS
AND ACT ON REQUEST TO APPROVE A PARTICULAR PAGE OF A LEASE/PURCHASE AGREEMENT
AND CORRESPONDING RESOLUTION WITH GOVERNMENT CAPITAL CORPORATION THAT THE
COMMISSIONERS COURT DECLINED
TO APPROVE ON JUNE 26. (TW)
Motion was made by Judge Wood. Motion that we table the issue for one week.
SECOND was made by Commissioner Gualtiere.

7. DISCUSS
AND ACT ON PROPOSAL TO APPROVE FORMAL WRITTEN CONTRACT WITH WEST TEXAS A &
M UNIVERSITY, GOVERNMENT ADMINISTRATIVE STUDY GROUP, FOR FIRE DISTRICT
STUDY. (TW)
Motion was made by Commissioner Huskey. Motion that we notify the appropriate people at WT that we are going to go through a budget process and if the study makes the budget, we will obviously need to forego the time and the deadlines on the contract, but until we go through that process that we are unwilling to sign a contract that we don’t know that we can fund.
SECOND was made by Commissioner Gualtiere.
AYES: Four.
NAYS: One. Wood.

8. REVIEW OF CORRESPONDENCE WITH THE

Motion was made by Judge Wood. Move that we accept the correspondence with Commissioners Court.
