Also present at the meeting was Joella McPherson, County Auditor and Sue Wicker Bartolino, County Clerk.

2. Discuss problems related to the construction of the Youth Center Halfway House. (To include a closed meeting pursuant to Tex. Gov. Code Ann. '551.071 permitting a governmental body to conduct a private consultation with its attorney to seek the advice of its attorney about contemplated litigation.) Take any necessary action. (BK)

3. Discuss and act on proposal to extend the current fire ban. (TW)

4. Discuss and approve Request for Proposal for performance base contract to improve energy conservation measures.

5. Discuss and act on proposal to approve bid specifications for heating and air conditioning repair work. (TW)

6. Discuss and award janitiorial contract for fiscal year 2000-2001. (This is a repeat item from the last meeting in order to give lower bidders than the chosen bidder an opportunity to speak to the commissioners court.) (Auditor)

7. Discuss issues of concern related to construction of the new jail. Take any necessary action. (Sheriff)

8. Discuss and act on request to transfer $1,500 from County Court at Law - Elected Official Salary to County Court at Law - Dues and Meetings. (Auditor)

9. Discuss and act on proposal to approve a contract with Moore County for the lease of jail space. (Sheriff)

10. Set the fees to be paid in Randall County for service of civil process. Set other Sheriff=s fees. These fees will be effective for calendar year 2001. (Sheriff)

11. Review of correspondence with the commissioners court. (TW)

12. Discuss and act on proposal to add United Planners Financial Services of America to the list of seller investments. (Auditor)

14. Discuss and act on request by owner to approve a plat, Sundown Acres, Unit #4 in Section 2, Block 2, J. Pointevent Survey, Randall County Texas, 2.0 acres. (Road and Bridge)

15. Discuss and act on request by owners to approve a re-plat, Rockwell Place Unit #14, being a re-plat of Lots 55 A and 56 A, Block 12, Rockwell Place Unit #11 and a portion of Lot 13, Block 4, Rockwell Place Unit #7 in Section 33, Block 1, T.T.R.R. Survey, Randall County, Texas. (Road and Bridge)

16. Discuss and act on Randall County employees= requests to attend meetings and conferences. (Auditor)

20. Discuss and act on request to transfer $1,500 from Tax Assessor/Collector - Contracted Services to Tax Assessor/Collector - Office Supplies. (Auditor)

21. Discuss and act on request to transfer $500 from Voter Registration - Repairs and Maintenance to Voter Registration - Office Supplies. (Auditor)

22. Discuss and act on request to accept bid for a certain piece of property: namely, Lot 5, Block 3 of Plantation Farms Unit No. 1 that was not sold at the August 1, 2000 Sheriff Sale.

23. Discuss and act on request to transfer $6,000 from Health and Welfare - Indigent Health Care to County Judge - Court Appointed Professionals. (TW)

MOTION was made by Commissioner Parker. Motion that we instruct the Judge to contact the Bonding Company.

MOTION was made by Commissioner Parker. Motion that until it rains it needs to be extended.

MOTION was made by Commissioner Parker. Motion we send out request for proposal for performance base contract to improve energy conservation measures o specified Randall County Buildings.

SECOND was made by Judge Wood.

5. Discuss and act on proposal to approve bid specifications for heating and air conditioning repair work. (TW)

MOTION was made by Judge Wood. Motion that we would approve the bid specifications.

SECOND was made by Commissioner Parker.

Motion carried by 5-0 vote.

MOTION was made by Commissioner Gualtiere. Motion to grant the contract to low bid, Golden Spread.

SECOND was made by Commissioner Parker.

Motion failed by 2-2-1 vote.

MOTION was made by Commissioner Gualtiere. Motion that we take the low bid, Golden Spread, $4,825.00.

10. Set the fees to be paid in Randall County for service of civil process. Set other Sheriff=s fees. These fees will be effective for calendar year 2001. (Sheriff)

MOTION was made by Commissioner Gualtiere. Motion to accept the Randall County service of Civil Process fees for Sheriff for the Calendar Year 2001.

MOTION was made by Commissioner Wood. Motion that we do not fund the DPS secretary.

Motion died for lack of second.

MOTION was made by Judge Wood. Motion that we do not fund the Wildlife Management position.

SECOND was made by Commissioner Gualtiere.

AYES: Two. Gualtiere, Wood.

NAYS: Three. Parker, Huskey, Karrh.

Motion failed by 2-3 vote.

MOTION was made by Commissioner Huskey. Motion that we dismiss tonight.

SECOND was made by Commissioner Karrh.

Judge Wood adjourned the Randall County Commissioners Court until 9:00 am. Tuesday, September 12, 2000 in the Randall County Square North Courtroom.

At the meeting on September 12, 2000, Commissioner Parker moved to approve the minutes for the meeting held on the 5^th of September 2000 as distributed. Commissioner Huskey seconded the motion. Four (4) Voted aye. The said minutes were approved as distributed and No corrections were made in open Court.
