Be it remembered on this the 9th day of October, 2001, there came to and was held a Regular Meeting at 3:30 p.m. of the Commissioners= Court in and for Randall County, Texas with the following present and presiding:

1.         Discuss and act on request to approve the minutes of the October 2, 2001 commissioners             court meeting. (TW)

 

2.            Discussion of compensation for the County Court at Law Court Reporter and related issues.              Take any necessary action.  (CG)

 

3.            Discussion of (and action on) the following personnel issues:

                        A) when health insurance coverage begins for new employees;

                        B) whether sick leave, vacation time and comp time can be used in calculating                                      overtime; and

                        C) what period of time health insurance premiums cover. (TW)

 

4.         Revisit proposal to rectify an error that occurred in each of the two September paychecks             for the approximately 87 county employees who had extra money withheld from their             paychecks to provide health insurance coverage for spouses and/or children.  The error was             that this money was not withheld from the September checks, resulting in paychecks that             were larger than usual for these employees.  The specific proposal to rectify this error is to             withhold the amount that should have been withheld in September from the next six             paychecks.  Take any necessary action. 5.               Discussion of policy in regard to treatment of county employees who are called up to             reserve duty in the U.S. armed forces.  Take any necessary action. (TW)

 

6.         Discuss and act on proposal to approve specifications for Bid #2001-62-13 for one ¾ ton   crew cab pick-up for Sheriff’s Office. (Sheriff’s Office)

 

7.         Discuss and act on proposal to approve specifications for Bid #2001-62-12 for one full size             15-passenger van. (Sheriff’s Office)

 

8.         Discuss and act on proposal to approve specifications for Bid #2001-62-14 for one seven-            passenger minivan. (Sheriff’s Office)

 

9.         Discuss and act on the manner in which commissioners court meetings will be handled             during the weeks of Christmas and New Year’s Day (December 15 and January 1 fall on             Tuesday). (SH)

 

10.       Discuss and act on proposal to appoint Bill Heizer as Randall County’s voting delegate on             the Panhandle Emergency Medical Services System (PEMSS). (TW)

 

11.       Discuss and act on proposal to approve an interlocal agreement with the Randall County             Noxious Weed District. (TW)

 

12.       Review of correspondence with the commissioners court.  (TW)

 

13.       Accept official reports.  (TW)

 

14.       Discuss and act on Randall County employees' requests to attend meetings and conferences.              (Auditor)

3.            DISCUSSION OF (AND ACTION ON) THE FOLLOWING PERSONNEL ISSUES:

A) WHEN HEALTH INSURANCE COVERAGE BEGINS FOR NEW EMPLOYEES;

MOTION was made by Commissioner Huskey.  (Part A&C)  Move that we table items A & C for another week until we know what all the facts are.

SECOND was made by Commissioner Karrh.

4.            REVISIT PROPOSAL TO RECTIFY AN ERROR THAT OCCURRED IN EACH OF THE TWO SEPTEMBER PAYCHECKS FOR THE APPROXIMATELY 87 COUNTY EMPLOYEES WHO HAD EXTRA MONEY WITHHELD FROM THEIR PAYCHECKS TO PROVIDE HEALTH INSURANCE COVERAGE FOR SPOUSES AND/OR CHILDREN.  THE ERROR WAS THAT THIS MONEY WAS NOT WITHHELD FROM THE SEPTEMBER CHECKS, RESULTING IN PAYCHECKS THAT WERE LARGER THAN USUAL FOR THESE EMPLOYEES.  THE SPECIFIC PROPOSAL TO RECTIFY THIS ERROR IS TO WITHHOLD THE AMOUNT THAT SHOULD HAVE BEEN WITHHELD IN SEPTEMBER FROM THE NEXT SIX PAYCHECKS.  TAKE ANY NECESSARY ACTION. (TW)

 

Motion was made by Commissioner Huskey.  Motion that we reaffirm last weeks decision to take this money back over six paychecks.

5.            DISCUSSION OF POLICY IN REGARD TO TREATMENT OF COUNTY EMPLOYEES WHO ARE CALLED UP TO RESERVE DUTY IN THE U.S. ARMED FORCES.  TAKE ANY NECESSARY ACTION. (TW)

 

Motion was made by Commissioner Gualtiere.  Motion to pay for the health insurance benefits for them and their family.  Motion that if there is a pay difference between the guard salary and the salary of the Deputy, that Randall County will make-up that difference.

SECOND was made by Commissioner Parker.

6.            DISCUSS AND ACT ON PROPOSAL TO APPROVE SPECIFICATIONS FOR BID #2001-62-13 FOR ONE ¾ TON CREW CAB PICK-UP FOR SHERIFF’S OFFICE. (SHERIFF’S OFFICE)

 

Motion was made by Commissioner Gualtiere.  Motion to approve bid specifications for bid #2001-62-13, #2001-62-12 and #2001-62-14.

SECOND was made by Commissioner Karrh.

Motion was made by Commissioner Gualtiere.  Motion to approve bid specifications for bid #2001-62-13, #2001-62-12 and #2001-62-14.

9.            DISCUSS AND ACT ON THE MANNER IN WHICH COMMISSIONERS COURT MEETINGS WILL BE HANDLED             DURING THE WEEKS OF CHRISTMAS AND NEW YEAR’S DAY (DECEMBER 15 AND JANUARY 1 FALL ON TUESDAY). (SH)

 

Motion was made by Judge Wood.  Motion that we do not have a Commissioners Court meeting on the week of Christmas, but that we do have a Commissioners Court meeting on Wednesday, January 2nd, at 3:30 p.m.

SECOND was made by Commissioner Parker.

10.            DISCUSS AND ACT ON PROPOSAL TO APPOINT BILL HEIZER AS RANDALL COUNTY’S VOTING DELEGATE ON THE PANHANDLE EMERGENCY MEDICAL SERVICES SYSTEM (PEMSS). (TW)

 

Motion was made by Commissioner Gualtiere.  So moved.

SECOND was made by Commissioner Parker.

SECOND was made by Commissioner Karrh.

Judge Wood adjourned the Randall County Commissioners Court until 3:30 p.m. Tuesday, October 16, 2001 in the Randall County Square North Courtroom.

At the meeting on October 16, 2001, Commissioner  Gualtiere  moved to approve the minutes for the meeting held on the 9th of October 2001 as distributed.  Commissioner Karrh  seconded the motion.   Five (5)  Voted aye.  The said minutes were approved as distributed and  No  correction was made in open Court.
