2. Discuss and act on resolution to add 15% collection penalty for taxes that become delinquent on or after June 1 of each tax year. (Tax Assessor/Collector)



3. Discuss and act on setting polling places for the November 7 general election. (County Clerk)



4. Discuss and act on the passage of an order that will consider the passage of an order authorizing the issuance of certificates of obligation in an amount not to exceed $7,000,000 for the purpose of paying contractual obligations incurred for (i) constructing and equipping new jail facilities, including administrative offices for the sheriff=s department (ii) the purchase of materials, supplies and equipment of county offices and facilities, to wit: new computer system and telephone system and (iii) professional services rendered in relation to such projects and the financial thereof, such certificates to be payable from ad valorem taxes. The certificates are issued, and this notice is given, under and pursuant to the provisions of the laws of the State of Texas, including V.T.C.A., Local Government Code, Subchapter C of Chapter 271.



5. Presentations of telephone bids by Optus at 10:00 a.m.; Expanets/Lucent at 1:00 p.m.; and Executone of Texas at 3:00 p.m. (Auditor)



6. Discuss and act on commitment of commissioners court to put off all capital acquisitions until questions of a rollback election are answered. (SH)



7. Receive report on county investments from County Treasurer, Geneva Bagwell. (SH)



8. Discuss and act on proposal to require that county commissioners have access to bid specifications for at least one week before any bid specifications may be approved. (CG)



9. Discuss issues of concern related to construction of the new jail. Take any necessary action.



10. Discuss and act on request by the Texas Department of Transportation to pay additional $2,348.45 to complete the bridge project on County Road 229 (Cemetery Road). TW)

Motion was made by Commissioner Gualtiere. Motion to approve the minutes of the October 3, 2000 Commissioners Court meeting.

Motion was made by Commissioner Parker. Motion that we accept and present a resolution to add 15% collection penalty for taxes that become delinquent on or after June 1st of each tax year.

3. Discuss and act on setting polling places for the November 7 general election. (County Clerk)



Motion was made by Commissioner Parker. Move that we accept these polling places for the General Election, November 7, 2000, as presented by the County Clerk.

4. Discuss and act on the passage of an order that will consider the passage of an order authorizing the issuance of

MOTION was made by Commissioner Huskey. Motion that we instruct our bond council that we want our payments to be January not November or December.

Motion withdrawn.



MOTION was made by Judge Wood. Motion to instruct Mr. Smith to have the payment schedule be February 1st and August 1st with the first payment beginning February 1, 2002 on this C.O. issue.

SECOND was made by Commissioner Huskey.

Motion was made by Commissioner Huskey. Motion that this Commissioners Court commit to authorize no capital acquisitions except those brought forth on a case by case basis until the question of a rollback election is resolved.

MOTION was made by Judge Wood. Motion that we make an acception to the rule we just put into effect and allow the Sheriffs Dept. to purchase six vehicles.

SECOND was made by Commissioner Huskey.

Motion and second withdrawn.



MOTION was made by Commissioner Huskey. Motion to word the bid to purchase six vehicles with an alternate up to nine to include the trade-ins for the final three or on an individual basis. (Even with the rollback we will purchase six vehicles, if there is no rollback we will purchase nine, which is what is budgeted.)

8. Discuss and act on proposal to require that county commissioners have access to bid specifications for at least one week before any bid specifications may be approved. (CG)



Motion was made by Commissioner Gualtiere. Motion that the Commissioners Court will not approve any bid specifications unless we have one week prior notice.

9. Discuss issues of concern related to construction of the new jail. Take any necessary action.

None.



10. Discuss and act on request by the Texas Department of Transportation to pay additional $2,348.45 to complete the bridge project on County Road 229 (Cemetery Road). TW)



Motion was made by Commissioner Huskey. Move that we authorize the further expenditure of the $2,348.45 for the completion of this bridge project, which is overall approximately 10% of the actual cost of the bridge.

SECOND was made by Commissioner Parker.

11. Discuss and act on proposal to transfer $100 from Building Operations - Utilities to Building Operations - Clothing.

Judge Wood adjourned the Randall County Commissioners Court until 9:00 am. Tuesday, October, 24th , 2000 in the Randall County Square North Courtroom.

At the meeting on October 24, 2000, Commissioner Huskey moved to approve the minutes for the meeting held on the 10th of October 2000 as distributed. Commissioner Karrh seconded the motion. Five (5) Voted aye. The said minutes were approved as distributed and No correction was made in open Court.
