8. Discuss whether Randall County should accept grant from the U. S. Department of Justice - Office of Commmunity Oriented Policing Services for partial funding for a Civilian Public Information Officer in the Sheriff=s Department. (CG)
9. Discuss issues of concern related to construction of the new jail. Take any necessary action. (TW)
10. Discuss and act on proposal to approve interlocal agreement allowing Randall County to be accepted as a particpant in the Texas Association of Counties Insurance Trust Fund which would allow Randall County to offer improved health care coverage to retirees at no additional cost to Randall County. (Treasurer)

1. Discuss and consider the purchase of a router for the Data Processing Department. The router is to connect Sheriff's department and the Randall 2 facility through Potter County. This is necessary for the installation of the Software Group system.

This emergency agenda item is posted pursuant to Texas Government Code Annotated Section 551.045 (Vernon 1994), which allows for an emergency addition to a meeting agenda when there is an emergency or an urgent public necessity. In this case, an emergency exists because immediate action by the Randall County Commissioners' Court is required because of a reasonably unforeseeable situation. Specifically, the reasonably unforeseeable situation is that a computer system is currently being installed and a router is absolutely necessary to complete the installation of the system.

2. CANVASS THE RESULTS OF THE NOVEMBER 7, 2000 GENERAL ELECTION. (TW)
Motion was made by Commissioner Karrh. Motion to accept the canvass report - So moved.

3. MAKE OFFICIAL CLARIFICATION OF THE NUMBER OF SIGNATURES NECESSARY TO FORCE A ROLLBACK ELECTION. (TW)
Motion was made by Commissioner Huskey. Motion that we ask the Voter Registration Dept. of the County to handle the validation of these and bring us back a report.

4. DISCUSS AND ACT ON PROPOSAL TO APPROVE ADMINISTRATIVE AGREEMENT WITH EMPLOYEE BENEFIT ADMINISTRATORS, INC. (AUDITOR)
Motion was made by Commissioner Gualtiere. Motion to approve the Administrative Agreement with Employee Benefit Administrators, Inc.

DISCUSS AND ACT ON ALL MATTERS INCIDENT AND RELATED TO THE ISSUANCE AND SALE OF $6,000,000 CERTIFICATES OF OBLIGATION, SERIES 2000 AND THE EXECUTION AND DELIVERY OF $1,000,000 PUBLIC PROPERTY FINANCE CONTRACTUAL OBLIGATIONS, SERIES 2000, INCLUDING THE RECEIPT OF BIDS THEREFOR AND THE ADOPTION OF ORDERS PERTAINING THERETO. (AUDITOR)
Motion was made by Judge Wood. Motion to take the low bidder as recommended by the County Auditor, which in the case of the $6,000,000 would be the First Union Securities bid at a true interest cost of 5.3444723% and on the $1,000,000 issue the bid from Frost Capital Markets at a true interest cost of 4.7775%.

7. DISCUSS AND ACT ON PROPOSAL TO PURCHASE NEW COMPUTER FOR THE AUDITOR=S OFFICE. (AUDITOR)
Motion was made by Commissioner Parker. Motion we purchase the computer for the Auditor's Office.
Motion died for lack of a second.
MOTION was made by Commissioner Gualtiere. Motion to deny request for purchasing a p.c. for the Auditor's office.

8. DISCUSS WHETHER RANDALL COUNTY SHOULD ACCEPT GRANT FROM THE U. S. DEPARTMENT OF JUSTICE - OFFICE OF COMMUNITY ORIENTED POLICING SERVICES FOR PARTIAL FUNDING FOR A CIVILIAN PUBLIC INFORMATION OFFICER IN THE SHERIFF=S DEPARTMENT. (CG)
Motion was made by Commissioner Parker. Motion that we do allow you to pursue this grant.

DISCUSS AND ACT ON PROPOSAL TO APPROVE INTER-LOCAL AGREEMENT ALLOWING RANDALL COUNTY TO BE ACCEPTED AS A PARTICIPANT IN THE TEXAS ASSOCIATION OF COUNTIES INSURANCE TRUST FUND WHICH WOULD ALLOW RANDALL COUNTY TO OFFER IMPROVED HEALTH CARE COVERAGE TO RETIREES AT NO ADDITIONAL COST TO RANDALL COUNTY. (TREASURER)
Motion was made by Judge Wood. Motion that we approve the inter-local agreement that would make it possible.

Judge Wood adjourned the Randall County Commissioners Court until 9:00 am. Tuesday, November 21st, 2000 in the Randall County Square North Courtroom.

At the meeting on November 21, 2000, Commissioner Karrh moved to approve the minutes for the meeting held on the 14th of November 2000 as distributed. Commissioner Gualtiere seconded the motion. Five (5) Voted aye. The said minutes were approved as distributed and No correction was made in open Court.
