Also present at the meeting was Joella McPherson, County Auditor.

3. Receive report from the accounting firm of Brown, Graham and Company concerning the tax rollback petition. Determine whether the petition is valid and pass a resolution stating the court=s determination. (TW)



4. Discuss issues of concern related to construction of the new jail. Take any necessary action. (TW)

5 Discuss intentions of the commissioners court regarding procurement of new telephone system. (Criminal District Attorney)



6. Evaluate Proposals for Qualifications for a Performance Based Contract to Improve Energy Conservation for Randall County. Choose vendor to undertake energy conservation measures. (TW)

2. DISCUSS AND ACT ON REQUEST BY THE DEVELOPER TO APPROVE A PLAT, TIERRA BLANCA ESTATES, UNIT #2, IN SECTION 81, BLOCK 6, I & G N RAILROAD SURVEY, RANDALL COUNTY, TEXAS. 8.891 ACRES. (ROAD DEPARTMENT)



Motion was made by Commissioner Parker. Move that we approve the plat of Tierra Blanca Estates Unit #2, 8.891 acres in Section 81, Block 6, I&GN Survey submitted by the Road Dept.

SECOND was made by Commissioner Huskey.

AYES: All five.

Motion carried by 5-0 vote.



3. RECEIVE REPORT FROM THE ACCOUNTING FIRM OF BROWN, GRAHAM AND COMPANY CONCERNING THE TAX ROLLBACK PETITION. DETERMINE WHETHER THE PETITION IS VALID AND PASS A RESOLUTION STATING THE COURT=S DETERMINATION. (TW)



Motion was made by Commissioner Parker. Motion that since this came up short that this Commissioners Court invalidate this petition.

SECOND was made by Commissioner Karrh.

MOTION was made by Commissioner Gualtiere. Motion to accept the petition of the citizens of Randall County in good faith that we hold a rollback election.

SECOND was made by Commissioner Huskey.

ABSTAINING: One. Parker.

Motion carried by 4-0-1 vote.



Motion was made by Commissioner Gualtiere. Motion to set the election date for the second Tuesday of January, which is January 9, 2001.

SECOND was made by Judge Wood.

Motion was made by Commissioner Gualtiere. Motion to set the rollback election for the first Tuesday in the month of February, 2001. (February 6, 2001)

Motion was made by Commissioner Karrh. Motion that we use February 10, 2001 as the date for the election. (Early voting starting on the 24th of January.)

Motion was made by Judge Wood. Motion that we establish three early voting places, the Courthouse, the Annex in Amarillo and Homeland. (With all three open the same hours.)

Motion was made by Judge Wood. Motion that we do instruct our Elections Personnel to do what they have to do in ordering ballots so that we can get a breakdown from all 31 voting precincts.

Motion was made by Judge Wood. Motion that we approve the ballot language at our next meeting, but instruct the Elections Personnel to prepare it pursuant to section 26.07 sub. D where you just fill in the blank.

4. DISCUSS ISSUES OF CONCERN RELATED TO CONSTRUCTION OF THE NEW JAIL. TAKE ANY NECESSARY ACTION. (TW)

5 DISCUSS INTENTIONS OF THE COMMISSIONERS COURT REGARDING PROCUREMENT OF NEW TELEPHONE SYSTEM. (CRIMINAL DISTRICT ATTORNEY)

Judge Wood adjourned the Randall County Commissioners Court until 9:00 am. Tuesday, December 12th, 2000 in the Randall County Square North Courtroom.

At the meeting on December 12, 2000, Commissioner Gualtiere moved to approve the minutes for the meeting held on the 28th of December 2000 as distributed. Commissioner Parker seconded the motion. Five (4) Voted aye. The said minutes were approved as distributed and Two corrections were made in open Court.
